One can not really disable it unless they are the administrators of the plan. You can try and bypass it. Use a proxy server or install an application made for this purpose.

SurfControl is a software program that was designed to block people from visiting websites the administrator deemed inappropriate. This could be because they are risky sites when it comes to protecting information stored in the computer. Unfortunately proxies are recognized by the program as long as it is maintained leaving you without a way to disable SurfControl.
